[Regarding the Examination Period for Permanent Residency Applications]
Currently, the examination period for permanent residency applications at the Tokyo Regional Immigration Services Bureau takes more than 1 year and 6 months from the date the application is accepted. Please carefully take this into consideration when discussing and deciding the appropriate timing of your application with us.

Applicable Statuses of Residence:
Engineer / Specialist in Humanities / International Services, Skilled Labor, Entertainer, Intra-company Transferee, Instructor, Business Manager, Medical Services, Legal / Accounting Services, Researcher, and other employment-based visas.
① If the applicant or any family member living together has failed to pay health insurance premiums by the due date even once within the past 2 years prior to the application.
(Note: For holders of the Highly Skilled Professional 80-point visa, this period is within the past 1 year.)
② If the applicant has received a criminal conviction resulting in a fine or imprisonment within the past 5 years prior to the application.
③ If the applicant or any family member living together has failed to pay resident tax by the due date even once within the past 5 years prior to the application.
(Note: For holders of the Highly Skilled Professional 80-point visa, this period is within the past 1 year.)
④ If the applicant or any family member living together has had a period of non-enrollment in health insurance or pension within the past 2 years prior to the application.

Who can apply the application for permanent residence in Japan.
About the conditions.
1. Working visa holder:
In principle, the person has stayed in Japan for more than 10 years consecutively. It is also required that during his/her stay in Japan the person has had work permit or the status of residence for more than 5 years consecutively in Japan.
It means, the important point is that whether the applicant has paid the residence tax and social insurance or not. In the 5 years.
For example, in case of the corporation that you are working in Japan became bankrupt in the period of examination for permanent, there is a case that the inspector give you other special chance.
For example, in case of you have to be transfer to other country even you are living in Japan 9 years, and wish to gain the permanent, it will makes you ultimate decision that's why if you choice the transferred then you can't be applied the permanent residence.
2. Spouse visa holder (and Long Term holder has married with Japanese or Permanent):
An applicant who has been living with the spouse more than three years stable life in Japan.
About the 3 years :
if you have the time such like a living apart separately once , the 3 years count is newly started from when you are started living with your spouse.
The person is a spouse of a Japanese national, special permanent resident or permanent resident, and has been in a real marital relationship for more than 3 years consecutively and has stayed in Japan more than 1 year consecutively.
3. Child of permanent resident and second generation Japanese:
An applicant who has been staying more than 1 year in Japan.
the person is a true child of a Japanese national, special permanent resident or permanent resident, and has stayed in Japan more than 1 year consecutively.
4. Regarding the point score of the Highly skilled foreign professional.
A. The person has a total score of 70 points or more based on the points calculation criteria prescribed in the Ordinance to Provide for the Criteria in the Right-Hand Column Corresponding to “Highly-Skilled Professionals as Specified in Appended Table I(2) of the Immigration Control and Refugee Recognition Act” (hereinafter referred to as “Ordinance of the Ministry of Justice”), and comes under one of the following.
①. The person who has continuously stayed in Japan as a “Highly-Skilled foreign Professional” for 3 years or more.
②. The person who has continuously stayed in Japan for 3 years or more, and who is deemed to have a total of 70 points or more when calculating with reference to the situation at 3 years before the date of the application for permission for permanent residence.
B. The person has a total score of 80 points or more based on the points calculation criteria prescribed in the “Ordinance of the Ministry of Justice” , and comes under one of the following.
①. The person who has continuously stayed in Japan as a “Highly-Skilled foreign Professional” for 1 year or more.
②. The person who has continuously stayed in Japan for 1 year or more, and who is deemed to have a total of 80 points or more when calculating with reference to the situation at 1 year before the date of the application for permission for permanent residence.
C. ( For
A. Have been residing in Japan continuously for more than one year as a "Special Highly Skilled Foreign Professionals".
B. He/She has been residing in Japan continuously for one year or more, and is recognized as meeting the criteria stipulated in the Ministerial Ordinance for Special Highly Skilled Foreign Professionals as of one year prior to the date of application for permission for permanent residence.
〇Advanced academic research activities「Highly-Skilled Professional(i)(a)」
Activities of engaging in research, research guidance or education based on a contract entered into with a public or private organization in Japan.

Activities of engaging in work requiring specialized knowledge or skills in the field of natural sciences or humanities based on a contract entered into with a public or private organization in Japan.

5. Long Term visa holder:( in case of no marriage)
An applicant who has been staying more than 5 year in Japan.
6. The person who has recognaized refugee.
The person has been recognized as a refugee, and has stayed in Japan for more than 5 years consecutively after recognition.
7.The person who has contribution to Japan.
The person has been recognized to have made a contribution to Japan in diplomatic,social, economic, cultural or other fields, and has stayed in Japan for more than 5 years.

Guidelines for Contribution to Japan
The person satisfies any of the below-mentioned requirements and has stayed in Japan for more than five years without causing any problems in his/her social life.
1. Common to all fields
ΟThe person has been awarded a prize by an international organization, foreign government or any equivalent organization, with the prize being internationally evaluated as authoritative.
ex.) Nobel Prize, Fields Prize, The Pritzker Architecture Prize and Legion d'Honneur
ΟThe person has been given any of the following awards by Japanese government:
National Honor Award, decoration, the Order of Culture, Medal of Honor (except the Medal with Dark Blue Ribbon and an award for the deceased given to a bereaved family) or the Japan Prize
ΟThe person spent more than three years or so for pursuing public-service activities as a committee member,etc. appointed or commissioned by the Japanese central government or a local government.
ΟThe person has made great contribution to the conservation or development of the society or local community in Japan through medical, educational and other vocational activities.
2. Diplomatic field
The person has been working in Japan as a member of a diplomatic mission or consular office of a foreign government and has rendered distinguished service contributing to the improvement of friendship or cultural exchanges between Japan and his/her country.
OThe person has a career as a secretary-general, deputy secretary-general or a higher-level title holder of any equivalent managerial position of an international organization of which Japan is a member nation.
3. Economic or industrial field
ΟThe person has made contribution to the development of the Japanese economy or industry through his/her activities as an employee or management in a Japanese company whose stock is listed on the stock exchange or whose business scale is as large as those companies having listed stocks, and has been or had been engaged in the activities for more than three years in Japan.
ΟThe person who has have engaged in the management of a company in Japan for about 3 years or more, and who has continuously contributed to the development of the economy or industry of Japan by continuously investing 100 million yen or more during this period.
ΟThe person has made contribution to the development of the Japanese economy or industry through his/her activities as a manager or equivalent title holder in a managerial position of a Japanese company whose stock is listed on the stock exchange or whose business scale is as large as those companies having listed stocks, and has been engaged in the activities for more than five years.
ΟThe person has made contribution to the industrial development of our country, and has been awarded a prize as a result of being selected from among nationwide candidates.
ex.) Grand Prize or Special Prize of Good Design Award (sponsored by Japan Industrial design Promotion Organization)
ΟThe person has made great contribution to Japan's agricultural, forestry, fishery, industrial, commercial or other business development through his/her activities as an engineer or technical expert having advanced or high-level expertise.
ΟThe person who has engaged in a project for about 5 years or more with the involvement of the
relevant ministries and agencies, which will contribute to the development of a "growth field", and who has contributed to the development of the economy or industry of Japan during this period.
4. Culture or art field
OThe person has been awarded a prize which is widely evaluated as authoritative in the category of literature, fine art, motion pictures, music, theater art, entertainment or other cultural or artistic fields.
ex.) La Biennale di Venezia, Golden Lion, Prince Takamatsu Imperial Art Prize, Academy Awards,Awards at Cannes Film Festival, Awards at Venice Film Festival, and Awards at Berlin Film Festival
The person has made contribution to the development of Japanese culture through his/her activities for more than 3 years in Japan in a position of leadership in the category of literature, fine art, motion pictures, music, theater art, entertainment or other cultural or artistic field.
5. Education field
Ο The person has made contribution to the improvement of the level of Japan's higher education through his/her activities as a full-time teacher or equivalent-to-fulltime professor, associate professor or lecturer working for a Japanese university or any equivalent academic institution as defined under the School Education Law of Japan, and has been or had been engaged in the activities for more than three years in Japan.
6. Research field
ΟThe person has been recognized to have made distinguished achievements through his/her research activities and falls under any of the following:
①The person's paper on the results of his/her research has been published in a scientific/technical journal,and has been referred to by two or more other researchers in their papers.
② Two or more of the person's papers on the results of his/her research have been published in scientific journals as a result of selection through fair judgment
③Many of the person's papers on the results of his/her research have been published in authoritative scientific journals.
④The person has been highly evaluated by a scientific society generally known as an authoritative organization, and has the experience of giving a lecture, etc.
7. Sports field
ОThe person has won a high-level prize in a well-known international sports competition or other convention such as the Olympic Games, world championships, etc., or the person has made great contribution to such prize-winning achievement as a coach or instructor of such athletes and is pursuing instruction activities or promotion activities of that sport in Japan.
ОThe person has won a high-level prize in an international sports competition or other convention, or the person has made great contribution to such prize-winning achievements as a coach or instructor of such athletes, and has spent more than three years in Japan pursuing sports instruction activities or sports promoting activities.
ОThe person made great contribution to the promotion of sports in Japan.
8. Other fields
ΟThe person has contributed to the development of Japanese society in the field of public welfare, and won a prize as a result of selection from among nationwide candidates.
ex.) One More Life Workers' Volunteering Award, awards for persons who are recognized to have made contributions to the society.
ΟThe person made great contribution to Japanese society or welfare through his/her public-service activities.
The person has continuously stayed in Japan for 3 years or more in cases where such person engaged in the activities coming under any of item (xxxvi) or item (xxxvii) of the public notice (Public Notice No. 131 of 1990) specifying the activities listed in the right-
hand column of Appended Table I(5) of the Immigration Control and Refugee Recognition Act pursuant to the provisions of Article 7, paragraph (1), item (ii) of the same Act at a public or private organization located within the area of the plan specified in the regional revitalization plan approved under Article 5, paragraph (16) of the Regional Revitalization Act (Act No. 24 of 2005), and these activities are deemed to have made a contribution to
Japan.

What is the negative elements to gain the permanent residence in Japan?

Even if an applicant can satisfy each of the positive elements , but if an applicant who falls under any of the following items is denied permission to gain the permanent resident .
1. Changing job more than once a year or once each more than 2 years.
2. Having delay payment even once for residence tax , health insurance in the past 4 years.
3. Not paid pension in these 2 years.
4. having a criminal record within 5 yeras.
