Japanese Naturalization proceeding flow.

The important point of Naturalization is that the thing accepted application forms is almost permitted.
Unlike a visa application at Immigration office, an Application for Naturalization permission will not be accepted by the Legal Affairs Bureau if there are reasons for rejection.

That's a different point, the visa ( residence status) application case is the thing that apply the application is up to you but inspection is secret.
